Privacy policy
This internet site – www.etelpa.lv – www.etelpa.lv (hereinafter – the Site) belongs to Jelgava City Council, registration number: 90000042516, registered address 11 Lielā Street, Jelgava, LV-3001, Latvia (hereinafter – Jelgava City Council).
Jelgava City Council, taking care of the safety and privacy of data processing, has developed the Privacy and cookie policy, which explains the basic principles of data processing of the organisation.
Jelgava City Council has pledged to protect the privacy of the personal data at its disposal and to only process, accumulate and store such personal data, which have been acquired legally and which are necessary for the performance of the statutory functions of Jelgava City Council, compliance with the requirements of the laws and regulations and the contractual obligations, ensuring legitimate data processing.
The privacy policy of Jelgava City Council is being implemented in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data - General Data Protection Regulation and other laws and regulations of the Republic of Latvia and EU institutions, which apply or may be applied, and this policy.
The privacy policy shall apply to data processing regardless of the form and/or environment, in which the data subject provided personal data (at the Site of Jelgava City Council, in e-mail, in paper form or by phone), and in which electronic systems or paper directories of Jelgava City Council these data are processed.
Jelgava City Council, upon enforcement of its lawful (legitimate) interest, which are related to the ensuring of obligations stipulated in the laws and regulations, shall perform the processing of personal data, which may be necessary:
- in order to perform statutory functions;
- in order to encourage improvement of the service quality of the municipality;
- for the elaboration and development of new municipal services;
- for customer service;
- for the improvement of customer service quality;
- for the reviewing and processing of objections;
- in order to prevent unjustified financial risks for its commercial activity;
- for debt recovery;
- in order to analyse usage of the Site, to develop and introduce improvements thereof;
- in order to send other notices related to the performance of the contract;
- in order to conduct Customer surveys regarding the goods and services and experience of use thereof;
- in order to address the state administration and operational institutions and the court for the protection of its lawful interests.
In the case if personal data intended for the assurance of lawful (legitimate) interest of Jelgava City Council will be used for any specific purpose, the data subject shall be informed of this separately in accordance with the procedure specified in the laws and regulations.
This processing is not directly necessary for the conclusion or performance of contractual obligations, nevertheless it is essential for the operation of Jelgava City Council so that Jelgava City Council could ensure efficient organisation of the management process, as well as the protection of its property and employees.
Jelgava City Council shall collect personal data, if the person chooses to provide such data and further uses the services of the Site. As the data holder Jelgava City Council shall use the information fields of the Site user profile, which the person is entitled to edit and/or delete at any moment, considering the fact that any of the services provided by cooperation partners might not be available as a result.

Upon the registration and/or provision of personal data to Jelgava City Council, the person agrees that this information may be used in accordance with the privacy terms specified in this document. The personal data shall not be used for any other purposes unless Jelgava City Council obtains permission of the person or if it is stipulated or permitted by the laws or other binding regulations. For example, if the person sends an information request by e-mail to Jelgava City Council, Jelgava City Council shall use the e-mail address of the person and other information, provided/specified by the person, to respond to the request made by the person.
Only the information from the direct service provider, requested by the Site user upon selecting any of the services, shall be displayed on the Site of Jelgava City Council. Jelgava City Council is not the owner - controller of the selected service and its data.
Jelgava City Council shall only collect sensitive personal data when the relevant persons are providing this information on a voluntary basis or if the collection of such information is requested or permitted in accordance with the law and/or other regulatory enactments. Sensitive information is personal data on the race, ethnicity, political beliefs, trade union affiliation, religious and similar views, physical or mental health, sexual life or criminal records of the person. Please be careful when providing sensitive information. Under no circumstances should you provide sensitive information to Jelgava City Council unless you agree that Jelgava City Council will use this information for the performance of the functions and tasks of the municipality and its structural units and institutions, specified in the laws and regulations and the transfer and storage of this information in the data bases of Jelgava City Council.
Data processing will be performed by duly authorised employees in Jelgava City Council.
Organisations, with which Jelgava City Council will have signed a relevant contract, may be involved in the performance of certain processing activities.
Jelgava City Council may transfer data of the data subject to its suppliers, municipal institutions, strategic partners and others related to the performance of the statutory functions and tasks of Jelgava City Council in order to implement the relevant cooperation. However, in such cases Jelgava City Council will request confirmation from these recipients to only use the received information for the purposes, which these data have been provided for and in accordance with the requirements of the applicable laws and regulations.
Jelgava City Council shall not disclose any personal data or information obtained during the validity period of the contract to third parties unless it is necessary:
- within the framework of the contract, in order to perform any function required for the execution of the contract or delegated by law (for example, within the framework of banking operations);
- in accordance with the clear and unambiguous consent of the data subject;
- in the cases specified in the laws and regulations, in accordance with the procedure and scope specified therein;
- for the protection of lawful interests of Jelgava City Council, for example, upon addressing of the court or other state institutions against the data subject that has infringed the lawful interests of Jelgava City Council.
Jelgava City Council shall not transfer personal data to the organisation or any other person that resides in the country, where an adequate level of personal data protection has not been ensured (in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data - General Data Protection Regulation and other laws and regulations of the Republic of Latvia and EU institutions, except for the following cases, if:
- transfer is necessary to sign a contract or execute contract with a person or to sign or execute contract, which has been signed within the interests of the person;
- transfer is allowed in accordance with the requirements of the applicable laws and regulations;
- the person has given consent to it.
Jelgava City Council shall store the personal data information for as long as necessary to:
- ensure the objectives specified in this policy, unless the longer storage thereof has been stipulated or permitted by applicable laws and regulations;
- provide products, services and information, which the person or the organisation of the person have requested;
- contact the person regarding request, which the person has submitted to us;
- administer the choices and rights of the person, which the person has enforced in accordance with this privacy policy;
- ensure a review of the request, protection of the rights, resolution of issues, compliance with the limitation period etc., and to consider the rights specified for individuals, for example, by stipulating data storage for the period of time, during which transaction-related claims may be filed, if such arise.
Data subject (person) shall have the rights to receive the information specified in the laws and regulations in relation to the processing of his/her data:
- specifying information on what personal data on him/her are at the disposal of Jelgava City Council, for what purposes Jelgava City Council is processing these personal data, information on the categories of personal data recipients (unless laws and regulations permit the provision of such information in a specific situation), information on the period of time, for how long the personal data will be stored, or criteria, which are used to determine the aforementioned period of time, as well as information on the data source, if the personal data have not been collected from data subject;
- in the cases specified in the laws and regulations the person shall be entitled to request the correction of his/her personal data, if the person believes that the information at the disposal of Jelgava City Council is outdated, inaccurate or incorrect;
- the person shall be entitled to request the deletion of his/her personal data or object to the processing thereof if the person believes that the personal data have been processed unlawfully, these are no longer required in relation to the purposes, for which these were collected or otherwise processed;
- other information, if such has been stipulated by the laws and regulations;
The person may file an application regarding the enforcement of his/her rights by sending a written request to the registered address of Jelgava City Council or by sending an electronic mail, signed with a secure electronic signature, to the e-mail address dome@dome.jelgava.lv.
The preferred form of communication shall be specified in the request of the person. If possible, Jelgava City Council shall take into account the form of communication specified by the person.
After receiving the request Jelgava City Council shall consider the justification of the request and fulfil it or provide reasonable reply to the person within a month since the date of receiving the request at the latest.
Jelgava City Council shall ensure the fulfilment of data processing and protection requirements in accordance with the laws and regulations and in the case of objections of the person, shall undertake actions to resolve these objections.
Cookies are small text files that are sent to the memory of the computer or mobile device (hereinafter in the text in singular and/or plural - Device) while visiting the site. During each of the following visits to the website, the cookies are sent back to the website of their origin, or another website that recognises these cookies.
